What People Learn from Sex Offender Management Legislation and Policy: Focusing on Residence Restriction Laws of the US

Abstract

Whenever sex crimes have become social issues, more powerful strategies have been made to cope the crimes in most societies. Exemplar strategies are laws on registered sexual offenders, community notification, GPS tracking and monitoring, residence restrictions, and so on. Theoretical backgrounds, current status, and the unintended consequences of sex offender residence restriction law which enacted in the US were reviewed. Also several considerations were suggested in order to eradicate sex crimes. The considerations were: sex offenders should correct cognitive distortions through treatment programs as well as be accepted by community in order to prevent sex offense recidivism rather than residence restrictions; more appropriate measures which prevent child abuse should be drawn up from a long-term perspective of eradicating sex crimes.
